DESTDIR support for various Apache modules.

Replaced _PKG_SILENT and _PKG_DEBUG with RUN. This also fixes a typo
(PKG_DEBUG) that had been here since 2003.

     *) Reverted SVN rev #396294 due to unwanted regression.
        The new feature introduced in 1.3.35 (Allow usage of the
        "Include" configuration directive within previously "Include"d
        files) has been removed in the meantime.

        mod_imap: Escape untrusted referer header before outputting in HTML
        to avoid potential cross-site scripting.  Change also made to

        an attacker has no way to influence the Expect header a victim will

Fixed some easy pkglint warnings.

Don't check for USE_BUILDLINK3 anymore in these files.  These are included
by other package Makefiles, and with the deprecation of USE_BUILDLINK3
support in the infrastructure files, these had the potential to break
existing packages.

Remove references to buildlink2.

include apache's buildlink3.mk if using buildlink3.

gcc.buildlink2.mk is now handled automatically.

make sure modules are built with the correct version of gcc.

also pass CPPFLAGS to apxs.

pass LDFLAGS to apxs.

set the default source files to *.c, as this is common in our apache
modules.

USE_PERL5 is already defined in apache/buildlink2.mk.

add makefile fragment for Apache modules.

This provides a build and install target to simplify the writing of
Apache module Makefiles.
