Reset maintainer, developer has left the building

Remove python24 and all traces of it from pkgsrc.
Remove devel/py-ctypes (only needed by and supporting python24).
Remove PYTHON_VERSIONS_ACCEPTED and PYTHON_VERSIONS_INCOMPATIBLE
lines that just mirror defaults now.
Miscellaneous cleanup while editing all these files.

Tag the 28 locations that result in a Python 3.1 package as supporting so.
Remove it from the default list for the rest.

Install standard python modules into usual location instead of site-packages.

Remove PYBINMODULE. All it did was mark some packages as not available
on some platforms that lacked shared library support in the past. The
list hasn't been maintained at all and the gain is very limited, so just
get rid of it.

Remove Python 2.1 support.

Require newer Python base version that has configure output with
readline installed. This fixes segmentation faults when using
command completition support. Bump revision.

DESTDIR support.

Update MASTER_SITES and/or HOMEPAGE, from Sergey Svishchev.

Recursive revision bump / recommended bump for gettext ABI change.

Remove USE_BUILDLINK3 and NO_BUILDLINK; these are no longer used.

Libtool fix for PR pkg/26633, and other issues.  Update libtool to 1.5.10
in the process.  (More information on tech-pkg.)

Bump PKGREVISION and BUILDLINK_DEPENDS of all packages using libtool and
installing .la files.

Bump PKGREVISION (only) of all packages depending directly on the above
via a buildlink3 include.

for the Python-version-selection magic to work properly, extension.mk
must be pulled in before srcdist.mk

buildlink1 -> buildlink2.

Strip the ".buildlink" from the names of the python application and
extension Makefile fragments, because they really don't have anything to
do with the buildlink[12] frameworks.  Change all the Makefiles that use
application.buildlink.mk and extension.buildlink.mk to use application.mk
and extension.mk instead.

Move py-readline from misc to devel, where all the other readline packages
live.
